Currently, when an employee is onboarded to BerniePortal with an email address, the system requires the new employee to activate their account with a link that is emailed to them.

Until the account is activated, Admins are not permitted to masquerade or make any edits to the employee profile.

BerniePortal should update these permissions and allow admins to masquerade or make edits to unactivated employee accounts (aka "Onboarding Status" Employees)
