Who has access to the Carrier Exchange?

Who has access to the Carrier Exchange?

The Carrier Exchange is accessible to users at the agency, broker, and service team member (STM) levels. Employers have limited access to specific functionality.

Full Access Users

The following user types have complete access to all four tabs in the Carrier Exchange:

Agency Users Users at the agency level can view and manage the Carrier Exchange for all employers within their agency that have eligible plans.

Broker Users Brokers have access to the Carrier Exchange but only see the employers they're assigned to manage. They cannot view other brokers' employers within the same agency.

Service Team Members (STMs) STMs have access to the Carrier Exchange for the specific employers they have permission to manage, following the same visibility rules as brokers.

What Full Access Includes

All three user types (agency, broker, and STM) can access and use:

  • Configure tab - Turn integrations on/off, enter group numbers, view integration statuses
  • Pending tab - Monitor integrations that aren't yet active
  • Manage tab - Review and resolve carrier messages
  • Audit Log tab - View complete history of all integration activities and resolutions

Employer Access

Employers have limited access to the Carrier Exchange:

What employers CAN access:

  • A Manage tab under their Benefits section (only if they have an active carrier integration)
  • The ability to view and resolve carrier messages for their own organization only

What employers CANNOT access:

  • Configure tab
  • Pending tab
  • Audit Log tab
  • Any information about other employers

Employers do not have the ability to turn carrier integrations on or off—only agency, broker, and STM users can configure integrations.

Employer Visibility

If an employer does not have any carrier integrations activated through the Carrier Exchange, they will not see a Manage tab in their Benefits section at all.

Access Logic

The employer visibility within the Carrier Exchange follows the same permission logic as the Employer List elsewhere in BerniePortal:

  • Agency users see all employers
  • Brokers see only their assigned employers
  • STMs see only their assigned employers
