When writing job descriptions or interviewing, are you transparent about salary?

I am new to this position, but not to HR. In the past, the salary was rarely discussed, but I 

have had recent (younger) interviewees ask direct questions about it and make demands. I  

find it offputting, but I want to adapt and figure out the best way forward. Can anyone  

provide clarity on how they discuss salaries during the interview process?
