Save & Continue Button - In Enrollment Change to just "Save"?

Could the Save & Continue button that appears during Enrollment be re-labeled to just Save?
My understanding is that the button Saves the content on the benefit page, including any custom question answers, but Continue was really meant to move a person to the next benefit step (Elections to Beneficiaries or the signature page); Not to the next benefit.  People Do Not Understanding that.  And it does go against what the software community has taught the public.
I know that the pop-up at the beginning of enrollment says to navigate using the left menu bar, but we all know that People Do Not Read :)    
I have clients with LOTS of custom questions, I know this causes issues of items being missed and/or the portal not realizing they have been completed (different issue), but perhaps confusion can be avoided if the button just said Save and not Save & Continue?
