'Lock In' Previous Coverage Amount Elections

Currently, BerniePortal is designed so that during open enrollment, benefit types like Voluntary Life and Critical Illness reverts back to the minimum purchase increment. This confuses some users because they think that they are electing additional Voluntary Life coverage on top of their previous election, but in reality, they are changing their Voluntary Life election entirely, in most cases accidentally decreasing from their previous election. 

HOW IT COULD BE BETTER: BerniePortal should 'lock in' the most recent previous election amount during open enrollment. 

EXAMPLE: In year 1 OE, John elects $50,000 of Voluntary Life. 
  1. Enhancement Request: In year 2 OE, John's Voluntary Life sliding bar defaults to his most recent election of $50,000
  2. How it Currently Works: In year 2 OE, John's Voluntary Life sliding bar will default to the minimum purchase increment of $10,000
