Allow employees to be in multiple Compliance subgroups and the option to send to a subgroup or any one or more employees

Allow employees to be in multiple Compliance subgroups and the option to send to a subgroup or any one or more employees

Currently, employees can only be in one compliance subgroup.  it would be nice to allow them to be in multiple subgroups and also allow a notice to be sent to any one or multiple employees.  Maybe just a list of employees and check the ones that you want it to go to?
